From Decommissioned Oil Rigs to an Independent Industrial Refinery (IIR) - Turn a CapEx Loss Into Profit


The global industrial landscape has reached a physical bottleneck. Land-based grid connections now face seven-year waitlists, and coastal infrastructure projects are increasingly paralyzed by visual resistance and political friction. For the energy industry, the mounting liability of “idle iron”—the thousands of decommissioned platforms in the Gulf of Mexico and North Sea—represents a multi-billion-dollar decommissioning burden.

Our project offers a "Terrestrial Bypass": repurposing these legacy assets into Autonomous Industrial Power and Refinery Hubs. I. The "Refinery" vs. The "Drill": A Shift in Logic

Traditional rigs are "price takers," dependent on the global spot price of crude oil and expensive subsea extraction. Our Independent Industrial Refinery (IIR) is a conversion engine.

Instead of pulling resources from beneath the seabed, the facility scavenges them from the surface. Utilizing a proprietary "metabolic" layer, the rig harvests ocean plastics and sargassum biomass—materials that often carry a negative cost (gate fees) in many jurisdictions—and refines them on-site.

Through a process of Kinetic Shearing, these long-chain molecules are digested into high-energy molecular structures without the need for fragile chemical catalysts that are easily poisoned by salt and sulfur. The result is a suite of stored-value products ready for the market the moment they leave the deck:

  • ISO-Standard Maritime Grade Diesel (MGO): Finished on-rig and ready for immediate export or refueling of the passing merchant fleet.
  • Ultra-Pure Distilled Water: Manufactured using waste heat from the power train, stored in repurposed internal hull tanks.
  • Solid Commodities: Palletized Bio-char ("Soil Diamonds") and harvested heavy metal ingots extracted through a mechanical "Kidney" system.

II. The Economics of Arbitrage (CAPEX and ROI)

By shifting from extraction to manufacturing, we achieve a valuation floor that is independent of tech-market volatility.

  • CAPEX Advantage: Repurposing existing steel jackets reduces capital expenditure by 7% to 39% compared to new offshore builds. This allows for a Salvage-for-Service model where redundant drilling hardware is sold to secondary markets, directly funding the installation of modular refinery units.
  • ROI and Margins: Because the facility utilizes its own synthesized fuel and kinetic energy loops, internal OPEX is minimized. Our analysis indicates an estimated 83% net profit margin, with the conversion paying for itself in often less than two years.
  • ARO Deferral: For oil majors, this model allows for the deferral of Asset Retirement Obligations (ARO) for a new 20-year industrial lifecycle, transforming a massive liability into a revenue-generating partner.

III. Political Peace and Sovereign Immunity

The most powerful advantage of the IIR is its Political Non-Interference.

  • The NIMBY Bypass: Sited tens of kilometers offshore, the facility is completely invisible from the shoreline, preserving coastal vistas and eliminating the primary driver of community resistance.
  • Resource Sovereignty: By registering the facility as a Modular Maritime Vessel (MMV), the asset gains a recognized legal identity under international law. This status allows for the enforcement of a 500-meter Safety Zone under UNCLOS Article 60(4), protecting the facility’s subsea "nervous system" from accidental or intentional damage.

IV. Physical Certainty: A "Fit and Forget" Asset

We have reached a build-ready status (TRL 9) by replacing speculative "tech-creep" with Agricultural Simplicity.

  • Mechanical Muscle: We utilize modular scroll expanders that are thermally agnostic and indifferent to salt air.
  • Deep-Ocean Hardening: To eliminate the "Copper Rot" of the electrical backbone, all high-voltage interfaces are protected through Silicone Encapsulation and Vacuum Pressure Impregnation (VPI).
  • Structural Re-Zeroing: Legacy iron is physically reinforced with grout-injected steel sleeves, effectively "resetting the clock" on 20-year-old structures for a new generation of industrial use.
